Does the u.s embassy interview for a student visa has to be in the country that I'm a citizen off?

After getting the I-20 and paying Sevis, do I have to do the u.s embassy interview to recieve the student visa in the country that I'm a citizen off or can I do the interview in the states since I'm already here..?

you must be switching status ? the interview will be done in the state that you are already in ,
Important Considerations
Travel abroad while a change of status application from within the US is pending is seen as an abandonment of the application and will affect your student SEVIS status. If you plan to leave the US while the application is pending, consult an OIP advisor. You will be instructed on how to cancel the change of status application and obtain a new I-20 based on a new SEVIS record for travel.

US visa are no longer issued in the US. You must leave the country to apply and interview for a visa. While you do not have to have your interview in the country that you are citizen of, you must be able to show significant ties to the country in which you are applying. That said, it is possible to request a change of status through USCIS while in the US, though you may be more likely to succeed if you go through the normal application process out of country. Note: If you are a Canadian citizen, then you are much better off returning to Canada and applying for a visa there - the change of status route is lengthy, more expensive, and disappoints a lot of people.

Since you are already here, you should be able to go to your local immigration office to do the interview. If you were still overseas, you would have to go to the US embassy/consulate there.
