Dominican republic passport question?

my friend is a permanent resident here in the US, originally from Dominican Republic (residing for the time being in texas, previous to that he was here with me in florida)... his apartment in texas was robbed and amongst the items stolen was his passport and some other legal papers.. he needs to get a new passport but because it was issued in the dominican republic hes not sure where to go in the US or who to even contact... (not that it will relate but just in case he did serve in the military a few years back)... any numbers or web sites will be helpful thank you.

Having worked at an Embassy, I know that it's the Consular Section of the Embassy which will take care of your friends Passport issue.

In most cases, your friend needs to identify her/himself. This can be done through the permanent resident card. Also, he/she would proof that he/she is a citizen of the Dominican republic. This can be proven through a birth certificate.

I went on the DomRep Embassy website and clicked on Consular Service - Other Service.

Here is the info - Good luck!:
Passports Services

Passports renewal:

You can renew your Dominican passport at your nearest Dominican Consulate. In order to do this you will need to present four 2x2 pictures and your old passport.
.

This procedure takes from 20 minutes to 1 hour.
Getting your passport for the first time

If you are getting your passport for the first time instead of the old passport you will need to present your birth certificate legalized by the Central Electoral Board (Junta Central Electoral) and the Ministry of Foreign Affairs of the Dominican Republic.

The costs are the same as for the renewal plus an additional fee of US$50.00 in order to pay for the FEDEX delivery.

It takes approximately 3 months to get the passport.

Lost passports

If you have lost your passport you will also need to do a "sworn declaration of lost" at the Consulate.

The fees are the same as for the renewal and the new passport application plus an additional fee of US$50.00 in order to pay for the FEDEX delivery.

It takes approximately 3 months to get the new passport.

Passport is the most important document he has.

He needs to call the dominican republican embassy and let them know about the robbery. That way they can cancel his passport. Other wise any one can steal his identity.
Secondly he needs to talk to them and they will help him or guide him through. It would be better if he gets a new one here in US (New DR passport in US).

So the embassy is the place he should be heading. And there is a high possibility that he might find one in Houston.

if he has any kind of identification (cedula or ID) and his certificado de nacimiento at hand, the first place he should go to is the dominican consulate (not the embassy) and get a replacement passport and report the lost passport as stolen.

there is a list here of all dominican consulates in the US:
http://www.serex.gov.do/Lists/Gua%20Diplomtica%20y%20Consular/Por_Paises.aspx

the miami consulate:
http://www.consuladordmiami.org/

the nearest consulate from texas is in New Orleans.
But call first anyway
