Ok, me and a friend are going to a trip in egypt. He is colombian and has both, a colombian and a german passport (his grandfather is german), I know i need a visa for egypt because i just have the colombian passport, but does he need a visa to egypt if he has a german passport??

Yes, he will need a visa, regardless of which passport he uses. He may either obtain a visa from the nearest Egyptian embassy/consulate, or request a visa upon arrival at the airport.

No he does not need to apply in advance if he goes there as a tourist on his German passport up to 60 days. He will obtain a visa at the border/airport. However, if you are coming via land directly from Israel you will not be allowed in without a visa in advance for longer than 14 days.
