Entry visa for the states required for Canadian permanent residents/Mexican passport holders?

My mother has a Mexican passport.. I'm not sure if Mexico is on the Visa Waiver Program..

According to http://travel.state.gov/visa/temp/without/without_1260.html

"Permanent residents (aka landed immigrants) of Canada must have a nonimmigrant visa [for entry to the US] unless the permanent resident is a national of a country that participates in the Visa Waiver Program (VWP), meets the VWP requirements, and is seeking to enter the U.S. for 90 days or less under that program. "

Since Mexico is not a member of the VWP, your mother will need a visa !

No entry visa required for Canadian Perm Res BUT you must have an up to date passport and if it's not a Canadian passport you must have an up-to-date Permanent Resident card which you get from Canadian Govt at a cost of $50 plus photos. Almost as much fuss as getting a Canadian passport, imo. The card lasts 5 yrs then you have to do it all over again.
I know nothing about Mexican requirements.
