French Visa Help?

Can anybody help me on the French legislation about short stay shengen visa. I am not from any EU country and I dont know the laws for this. My visa application was refused, and they told me that I have applied too early( 3 months in advance, and thats not early).
If you can send me the links so I can know how to defend myself when I go to the embasy
