From Philippines to Canada...I need help... =(?

What's the fastest way to go to Canada and what visa am i gonna apply for? and does show money really requires?
Im a filipina; i have a Canadian Boyfriend; he wants to visit me here in the Phils but for some reason he cant due to some offense (assault) that he commit in Canada for the past 7 years...so he's not sure if Canada embassy will gonna approved his passport and visa... :(
