MY DAD IS A LEGAL RESIDENT.7 YEARS AGO HE APPLIED FOR MY MOTHER TO BECOME LEGAL HERE IN THE U.S...8 MONTHS AGO SHE RECEIVED THE APPOINTMENT BUT THEY DENIED THE VISA TO HER..SHE GOT A SECOND APPOINTMENT BUT THE SAME THING HAPPENED.HOW MUCH MORE TIME DOES SHE HAVE TO WAIT?

When she went to the interview the first time, she was denied because she failed to present all the documents needed. When she went the second time, she still did not have the required documents. Hence the second denial. It will not matter how many time she goes for the interview. If she does not comply with the requirements, she will not be issued a visa.

Does your mother understand what is being asked of her during the interview? She is allowed to bring an interpreter with her if she needed one. Example of a requirement: If your father does not have the required income to sponsor your mother, she will have to find a co-sponsor before the application is approved.

regarding appointment dates, the information that the person above typed is good enough.
but in your mothers case, since she is repeatedly getting rejected, you should be more worried about the rejection part then getting an appointment (which is very easy).
My suggestion is that you consult a experienced immigration lawyer, (and if your mother already has an immigration lawyer dealing with her case, then CHANGE that lawyer to another one).
The more times she is denied legal status, the harder it will be to convince the authorities to reconsider her case each time she goes again to meet the immigration officials.
so STOP rushing to look for appointments and first get a well experienced/qualified immigration lawyer and then do as the lawyer says.
