I am simply speaking about citizens who are peaceful yet their left-leaning ideas seem to threaten political bigots.

I don't think there have been any such cases. About all a foreign consulate can do is deny consular services (passport renewal etc.) to its nationals. A Consulate could always send a report home which might be acted upon when the citizen returned home.
