You need to be intelligent and have a lot of political clout. Sometimes, the latter is more important than the former.

Unless you're a mover and shaker in politics or in business, you don't stand a chance in hell.

If you're rich, connected, and a big fund-raiser for the party of the elected or incumbent president, then you might be able to swing an ambassadorship. But to get a really plum posting, you'd need to be fairly tight with the president.
