How can I get a genuine honorary diplomatic appointment without bribing,or paying exorbitant fees!?

You probably can't. Many countries expect their honorary Consuls, which aren't really "diplomatic" appointments in any case, to have extensive ties to their country and sometimes to spend their own money to operate the Consulate.
Some honorary appointments are made by organizations like the United Nations to particularly eminent people to promote worthy causes. If you are famous enough already, you might try this route.
