you must mean a VISA. Well depends. what country are you from? do you need a US visa ? some countries do not.
If you do requiere one, then find out where is the nearest US embasy, make a call for an appointment and ask all the requiered information to do so.

You must apply for a visa at your local US Embassy or Consulate. You can find out where this is at the following web site, travel.state.gov. You can also follow this format to get their website moscow.usembassy.gov. Just type in the capitol city of your country followed by .usembassy.gov. these sites have all the requirements for a visa and include useful information about the application process, which can vary widely from country to country. Also, if you are a national of one of 39 countries in the visa waiver program you don't need a visato visit the US as a tourisst or on business for up to 90 days.

In the site travel.state.gov you can also find waiting times for visas. This can be useful for planning.
