Visa cannot be cancelled at any Embassy. Do not expect any refunding of the fee you have paid. It clearly states on every website of every Embassy that visa-fees are not reimbursable.

Usually there is no need to cancel your visa. Just don't use it. If you apply for a new visa, your old one will be cancelled automatically.
