How can my friend in South Africa get a tourist visa for the US? She was denied once but only want to visit!!?

The US embassy over in S Africa makes it just about impossible to get one so any suggestions would be appreciated. Personally I think it is a bunch of Bureaucratic BS but if anyone had gotten one or knows a method that works please let me know.

She and a thousand other people who are frustrated by not being able to get that elusive visitor's visa. The strictness or lack thereof is based on the number of people from that country who violate the terms of their visa. Some say that if your passport has many stamps of other countries, that may be in your favor when applying for the B2. But that is an expensive way that may not be true at all. But you can't change that either, no pun intended.**

I have mates from SA too their system there is so silly, i think the best way is for her to get another visa for like UK or Canada first, and if they see she has a UK or Canada visa on her passport, i think the chances will be better. My friend did that once. But thing is once you get denied by the US you have to wait another year to re-apply.

the US consulates, may refuse a visa to anyone, and may i add? it is not a bunch of bureaucratic bs, some countries are refused entry, because of the likelihood of not returning to their home country,after the visa is expired,is very high,
a visa? is a privilege, not a right,
i do not know of any method. sorry,
