In 1934, the US acquired a "perminant lease" on the Bay, this was way before Castro. Since coming to power in 1959, Cuban president Fidel Castro has refused to cash all but the very first rent cheque in protest. But the United States makes much of that cheque, arguing that its cashing signifies Havana's ratification of the lease — and that ratification by the new government renders moot any questions about violations of sovereignty and illegal military occupation.
So basically because Casto cashed the first check, we hold legal rights until he contests the lease in 2010. |

But if you go to Guantánamo you won't be outside the US jurisdiction. Gitmo is leased to the US as part of the deal to defuse a serious nuclear threat back in the 60s when you guys made the terrible mistake of turning your backs to the Cuban experiment. |

Prior to castro, the U.S. was granted a lease. Once castro dies, Cuba will likely be opened up again, and another "socialist paradise" will make it's way to the ash heap of history. |
