Try to think why it is YOU WOULD come back to the Phillipines. How are you paying for your trip? Do you work? Is it a good "career-type" of job, where you plan to stay? Where do you think you'll be 10 years from now if you stay in the Phillipines? A nice family, good job? Or not?
Unfortunately, there is massive illegal immigration from the Phillipines to nearly every other country in the world. Many many people want to get the heck away from the Phillipines and never come back. I'm sorry your country is like that. But it makes it tough for people to get tourist visas to places like the US, especially single people -- even when they do have the best of intentions to return to their home country.
I don't know, when I think of myself, an American, trying to meet this litmus test of proving that I'll return to America (say I wanted to visit France -- even though I don't need a visa), it is so easy:
--have a nice place to live, even though I rent;
--have a good job, that pays well and I like;
--I have parents, siblings, wife, children here;
--I don't speak French;
--I have money in the bank.
Think of your situation, and make a similar list.
Also, maybe wait a bit before applying again. You appear desperate to the Embassy when you keep applying, and nothing has changed in your life since your past interview. Perhaps you could visit Australia, or Thailand, then come back, and show the US consul -- "look, I visited Australia, and came back. I'll do the same with the US."
