Depends. Is one of your parents american or a citizen art that time? If so you need to contact the State Department as you will have an american one and an Argentinian one.

Or if not just call the embassy as others have said. There has to be a site for this somewhere.

You would have to go thru vital statistics in Argentina....in America we have to go to either Wash, DC or the capitol of the state in which we were born.

The issue of your birth certificate has nothing to do with the US government, so you have to get it from Argentina in whatever way it is done in Argentina.

One tip, though. Since, in most countries, you have to show a birth certificate to get a passport, if you ask, they may accept the passport as an alternative. You lose nothing be asking.

My wife, who is now a naturalized American, is Mexican by birth and there is no way she can get a Mexican birth certificate since all of the records were lost (that happens in Mexico). We have been married for 10 years, have gone through many government procedures (including the naturalization process) and the passport (first Mexican then American) has always been able to pull us through.

If the system of getting it in Argentina is as easy as the US, you may just want to go that way since everything would be straightforward. If it is not, and you can find a person to talk to in California instead of an answering machine, the passport system has always worked for us.

Records do get destroyed due to fires and wars, so there always has to be a way. But you may need to talk to somebody's superior who is more knowledgeable on procedures and exceptions to them
