You cannot bring her to the US as a fiancee unless you have met face to face at least once. If she applies for a US tourist visa, she will probably be refused. If she claims she already has a visa, ask her for a scan of it and then email it to the US embassy in Kiev to have it confirmed as genuine (in such relationships, the woman will frequently say she already has a visa and will even provide a copy, but a single glance by a consular officer will show it is a forgery).

Sorry, but the likelihood that you are being scammed for either money or a green card or both is extremely high.

Buy her Airfare. If this is not a legal entry, I would do it the right way through Immigration, otherwise, you and her can be in trouble.
