It is not easy. Is this a person you know personally or met on the internet? There are a great many people from the Philippines who seek to get into the U. S. on finace visas with the help of people they met on the internet...it is rampant and immigration watches for this. Even , if this a person you have know personally for a long time, a fiance visa can easily take at least couple of years...not just for people from thePhilippines, but all nations.

As long as the relationship is legitimate it should be no problem. You need to have meet him/her in the past two years and meet all of the requirements for a K1 visa. If you are serious I would seek out an immigration lawyer as they will know their way through the red tape though if you want to do the paperwork yourself know that it will take time.

The K1 visa allows an American citizen (not people on a green card) to have their fiancee come into the USA for the purpose of marriage. It is valid for 90 days within which time you have to marry if not they have to leave the county. Once married you apply for change of status and a green card which will take a minimum of two years.
