It depends on what you want her for. Will you marry her? Employ her as a systems analyst? A maid? There are specific categories for immigration; she will have to fit into one of them:

Is she a family member, is she going to be your wife? You would not be able to marry her until she is in the US, and then you would have to do it, with 90 days of her coming into the US. Make sure you know the laws of the state before she get's married to you because if she is under age you cannot marry her and you might go jail instead. Before you do all of that you have to submit and -129F for her and when a visa becomes available they will contact her in the Philippines. She will have to get a medical before coming into the US. After all this she would have to file an adjustment of status. This whole process can take about two years depending on your country and how you chose to file for her.
