Let me give you an example or two. It was set up to give treatment to anyone who needed it as quickly as possible. It was to give the people a new healthy life and to rid the masses of the most common ailments. It would be free to one and all. The Matron ran the hospital like an army camp. She would look on every member of staff as part of her family and the patients as her responsibility one and all.
I worked in the health service in the early 70's. A report by a man called Salmon decided to change the role of nurses. They were to be numbers. The top numbers to be managers, taking away the most senior and most qualified nurse and sticking her in an office.
The service lost the backbone the matron. Then slowley the ancillary work was given out to contractors. They had to make profit for shareholders. Staff were no longer part of the hospital family but a number in a large organisation. What was once a close knit unit with little managers on show changed. Even though outside contractors did the work the Labour goverbnment set targets. That means someone has to set them then someone monitors them. So this government chucks money in that goes on their managers. That means the whole ethos has changed. In 1945 Bevan saw it as the Governments duty to give and support the sick free, the Labour party is more concerned about managing the system than giving the money to treatment. It would be easy to put right but too many managers would be out and they will do whatever they can to keep the gold plated jobs.

the change came in the form of a new political ideology from socalism to liberalism with maggie thatchers party 1979 i think. the emphasis change from the state beign responsible for the publics health to the public being more responsible for their own health. toney blairs government is a mix of the two ideolgies. more info is give out on how to stay healthy and there was talk about not treating smokers who refuse to quit.
