First, Desk Officers are not within an embassy - they are back in the Department of State and help coordinate the work of the Embassy with the various sections of the State Department, as well as coordinate the interaction between that country's embassy in Washington with the various parts of the U.S. Government. Desk Officers are typically Foreign Service Officers doing a tour in Washington.
Second, you can see the pay scales for the Foreign Service here:

The top table is the amount officers are paid abroad, not counting any hardship or danger pay, the bottom table is that they are paid in Washington, DC. Typically, officers start between the sixth and fourth level, depending on education and work experience.
Finally, it is quite difficult to get promoted to Ambassador. They have a separate pay scale for the Senior Foreign Service and what they get paid will depend on their rank in the Senior Foreign Service. |
