how much will it costs to make an interview appointment for US non immigrant visa through call center in the philippine

It won't cost anything (except the cost for the telephone call). Appointments at US embassies are free ! Don't pay anything for the appointment as such - it's a scam.

I went through this 3 years ago in the Philippines, it does cost, 75 dollars for the interview, had to be paid 90 days prior to the interview.
this is on top of all the other fees paid to to get to that point.

the embassy send you letters stating the date the fee is to due, where to send it, how much and that due date is 90 days to interview. I sent the money to Chicago CIS, so it legal..
