If Iraqi citizens require a visa to travel to Ireland, as I believe that they do, then you will need one. The green card has no bearing on traveling to another country outside of the US; the rules that apply to Iraq citizens will apply to you.

If you have USA passport you don't need a visa to Europe at all.

You have only a permanent residence to live in the US. This doesn't mean your a US citizen US passport holder. So you can't travel to Ireland. The US give you refugees travel document but they are not reconizes in Europe as a form of ID
No European country will accept this document

I dont think you need a visa but check anyway.

if you have been here less than ten(10) year, most likely you can not leave the contry. The us requires a certain amount of time before allowing refugees and imagrints out of country.
