If you have concrete documented proof that your life is in danger and you are being unfairly persecuted by the current regime of you country, any country that signed the UN Refugee Convention is obligated to accept you.
You have 2 choices:
1) By one way or another manage to get to a member country. You must request asylum at the border of the first country that you land.
2) You can apply through the UN Refugee Agency which in turns tries to find a country for you.
