What are embassies limits?
Are they over the law?
Can I ask for expnation about my application?

They might be overwhelmed with work at the moment...if its the Spanish.....remember everything is manyana with them!!! I would certainly ask them but I dont think it would do you any good being pushy with them in case they react and dont give you a visa at all. They can all be bb when they want. Try asking them nicely and see if that helps
Have you advised them that you need to travel by a certain date if you have a valid reason for doing so? Sometimes that helps. Sickness and death are always given first priority if you have family in that country,

by my experience..the embassy does what it damn well pleases.
good luck my friend. i wonder what countries we are talking about.
my fiance tried to get visa for my country about a week ago and was instantly rejected. they say he will stay illegally. i would never do that. imagine and Arab in usa who over stayed his visa!! they would take him someplace quiet and "talk" to him about it, I'm sure.

If they have to investigate your past they are well within their rights. Allow more time next time if you're in a hurry..

They may be doing a full search on you.
Have you asked the Embassy concerned as to why the delay ?
Yes they have limits but I am sure you cant use Geneva convention,

You haven't mentioned the nationality of the embassy, so it is impossible to answer in more than generalities, which others already have done: any country has the right to refuse entry to any individual, period.

The Geneva Conventions are totally irrelevant: they concern the treatment of combatants and non-combatants in war. They have nothing to do with visas or international travel.

an embassy does not owe you an explanation, it is on their soil that you are wanting to enter, if for a reason they want to refuse you ? it is their rights, same if you wanted to enter a home and the owner did not want to.....
no explanations are due to you .they are not holding your visa, their are refusing you a visa,
you can go try with the Geneva Convention, not sure you correctly understand the Convention here?
