as far as both countries are concerned, yes,you may have dual citizenship,
the process is long and tedious but worthy if that is your wish......
since you apparently are of descent,there will not be any problems.
i have found the consulates of Costa Rica in the US,you must pick the consulate nearest your residence in order to benefit from consular services,there some fees required for some services,i did not read the all the articles,

since you are a minor? whomever in your family detains citizenship of Costa Rica, must accompany you to the consulate in order for you to acquire the citizenship,
