if you are a Filipino national AND are a green card holder in the US or Canada, then no, you dont need a visa to travel to Mexico. Otherwise, you will need a visa.

you will need transit visas depending on your flight route,anc which countries your flight will stop in;
and i checked, you will need a visa for Mexico;

yes,.. UK visa and US visa are different but if you fly in US.. you may able to travel in Mexico without visa. ;)
