Yes, if both your biological parents are of Mexican citizenry, then you are eligible to apply for citizenship. Consulates are the best option to apply for citizenship.

I don't see why not. I don't think you can have dual citizenship, though. Contact the Mexican Consulate in your area for better info.

I think you already are. Call one of the Mexican consuls. There are 27 in the US. Doubtless there is one near you.
