I am an US resident with greencard but holding Thai (Thailand) passport. do i need a visa to Dublin Ireland? and where is the best way to file the Visa as i live in Fort lauderdale Florida.

You do need a visa because it's based on your nationality (passport) not residence.

Ireland now has an online visa application system and US residents MUST use it.
