I am filipina living here in phil. what are the requirements for applying tourist visa going to mexico city?

how long does it takes to get a tourist visa? and is it needed an suffecient funds to show embassy of mexico? and how much would it be?

Here's the info for Mexico. If your airplane lands in the USA, or if you change planes in the USA, you will need a US tourist visa. The US suspended the transit visa program. They will force you to clear US customs and Immigration before allowing you to change planes or continue on your way.

Passport required.

Visa required.
Visa is valid for up to 90 days after date of issue and good
for 1 entry only.
Visa in expired passport is valid as long as the passenger
also carries a valid passport.
Expired visas issued between January 1, 2008 and February 29,
2008, will be accepted if used within 90 days after issuance
date.

Passenger must hold Tourist Card/FMT Form issued (free of
charge) by airlines, travel agencies or on arrival.

Minors under 14 years of age, travelling alone, should be met
by an adult.

Visitor must hold:
- ticket and documents required for onward/return journey and
- sufficient funds.

Non-compliance with entry regulations will result in fines for
carrier vaying from USD 850.- to a maximum of USD 1800.-, and
deportation of passenger to country of origin at carrier's
expense.

yes, you need to prove financial ressources, it does not say how much;
Financial solvency. Provide All of the following (original and photocopy):
Valid International Credit Card (photocopy the backside of the card where signature can be found)
Paid Credit Card Statements/Billing statements of credit card (for the last 3 months)
Updated bank Statements / Certifications
Updated Passbooks/ Bank Books (front page & page with last updated amount
Income Tax Return Paper (if employed); Business ownership certifications, duly registered by the Securites and Exchange Commission (SEC). (if self-employed)
Certification of Employment (original).
Personal Appearance.
