The one with your application. What address did you put down for the application? Your address in Italy, or your address in Albania? Whatever you told them, that is where they will send it.

if you live in Italy, you must address yourself in the country of your residence. (Italy)

In your DV application, you either applied eligibility as per your country of residence or coutry of birth. In case you win, you will have what they call country charcheability (Which is your eligibility test country). That is where you should go for your DV process.
