Irish and South African citizens should go to the British Consulate.
south Africa must be represented in the British consulate .?not sure ? i looked some more and here is what i have found :

The Embassy of the United Kingdom in Mexico City is in RÃo Lerma 71, Col. Cuahutemoc
tel. (5) 207-2089 or (5) 207-2189 it's open Monday through Friday from 8:30am to 3:30pm.

Go to the closest South African embassy or consulate to renew your passport.

well i would think .. start where ya got it to begin with.. you did say RE NEW :) if not., your local walgreens does passport pictures for $7.95 .. hehe
