I and my elder brother applied for passport in Gaziabad in Nov 2006 still we could not get our passport why ?

Only the message displayed, whenever i check my online status that that you will receive your passport within a week of time. this message is fixed from Dec 2006 to date . so if possible pass my message to the passport office so that i can get help in this regard
