I have a few queries regarding HSMP.?

1. Can I apply for HSMP though I dont have any offer from a UK based company?
2. How to apply for this and how long wil it take for getting visa
3. For how many months or years wil this visa be valid ?
4. How much minimum bank balance should be maintained for having eligibility in this programme?
5. How much will applying for this programme cost?
6. Are multiple travels allowed (UK <-> India)?
7. Is it that with entry into Uk with this type of visa, there is some time limit for getting a job, faling to which the candidates visa wil be cancelled?
