came back to uk and apply for visa wife from germany embassy in london ,for information i have permanent stay in uk , can same one give me same advice please thanks

Usually when you a visitor in a country they do not easily change the visa status. Specially German visa are (visiting) is only for a maximum of 90 days. Then you must go out of the country for a easy entry the next time. otherwise you will have problem in reentering.
Every city in Germany has an office for the foreigners. please contact them they will give you the correct information. These offices are usually not crowded. God bless you.

Good luck getting the Germans to marry you... we are the worlds top bureaucrats... you will never get the necessary paperwork together and will be told to marry in your own country. You can't just come for a visit and get married in a country and then think you have the right to stay there. You are still a foreigner and you are still on a temporary visitor visa.
