My dad is American and my mom German. I was born in Germany and have spent most of my life here, the last time I visited the US was in 1995/1996. That's why I never felt the urge to take care of my American passport, I also have German citizenship of course and that was no problem.
Now I want to get my American passport renewed, but it expired four years ago. I heard people who don't get a renewal in due time have to pay a fine if they're at least 21 (I'm 22 now). Is that true?

since your passport has expired four years ago and you are now 22 years of age it was issued as a child's passport when you were 13 years old.
da dein Pass vor vier Jahren abgelaufen ist und du heute 22 Jahre alt bist wurde er als Kinderpass ausgestellt als diu 13 Jahre alt warst.
You cannot renew your passport but have to apply for your first U.S. adult passport.
Du kannst deinen Pass nicht erneuern, sondern musst deinen ersten amerikanischen Erwachsenen-Pass beantragen.
You do not have to pay any fine for letting your passport become expired.
Du brauchst keine Strafe bezahlen weil dein Reisepass ungĂĽltig geworden ist.
You need to apply for your first adult passport at the consulate which covers your place of residence, which might be either Berlin, Frankfurt, or Munich.
Du musst deinen ersten Reisepass als Erwachsener bei dem amerikansichen Konsulat beantragen, das für deinen Wohnort zuständig ist, Berlin. Frankfurt oder München.
The fine is $100; die Gebühr beträgt ~ €79

never heard you had to pay a fine if your passport expired,
just the usual fees for passport fees,
but,anyway,go to this link of the US embassy in Germany, read what you will need to renew your passport, and bottom page? look at US consulates in Germany:

Now why would one be charged a fee for something they have not used? No fee for expired passport. Just renewal fee. |

Yes you will be required to pay for this service from any embassy Go to the USA embassy in Germany and they will advice you better |
