I lost my indian passport here in india itself what is the procedure to apply for a duplicate one?

i was instructed that i have to get FIR from neaarest police station.but i went to the police station but they told that the new rule is that they can't give FIR for lost passports and documents. so pls help me out i'm feared whether some one could misuse mine

As per the Ministry of External Affairs, a FIR is required to get a duplicate passport. The only place to get this is from the police. If they say this to you, they must have told you where to get it or showed you the new memo.
