If Romanian woman married with a foreigner since 13 years, can the husband apply for nationality?

We have 2 children with Romanian nationality but living outside the contry.

To apply for Romanian citizenship a foreign citizen must actually reside in Romania ( for at least 5 years in case they're married with a Romanian citizen and for at least 8 years if they aren't).

He can apply to obtain Romanian citizenship.Being married with a Romanian he can get much faster citizenship as long as he is respecting all the conditions according to Romanian law...
