If Schengen Visa rejected?

I am an Indian national living in USA, and have to go to paris for 10 days and norway for 2 months ( business schengen visa). I think I should apply to the Norway consulate as I will be there for more time. But the paperwork that I have with me ( company documents) is addressed for the french consulate and it will take some time to get new ones addressed for the norway consulate.

Should I give a shot at the french consulate with the present documents?.. In short, on the website they say that one should apply to that EU country where you are staying the most of your time. Are they really strict about this rule?. Thanks in advance
