Hello, if a baby is born in Portugal, will she/he receive the Portuguese Citizenship and if that is the case, can the baby request the permanent residence for the parents right away or need to wait until a certain age?

Both parents are USA Citizen.

no you need a parent of Portuguese blood.

If the parents are US citizens the baby will also be a US citizen unless they stay in Portugal for over 3 months.
