not an act of war, unless it is deliberately done to express the feelings of a ntion's governement. otherwise it is just an act of evil and should not go unpunished

The purpose of diplomatic immunity is to allow the diplomat to perform their legal functions without being impeded by the host foreign government. If a diplomat commits a crime such as murder, the host foreign government can make a request to the diplomat's government to have his/her diplomatic immunity waived and if agreed to, than the diplomat could be prosecuted and jailed by the host foreign government.

Even if immunity is not waived, the diplomat could still be prosecuted in their own country, but it could nonetheless cause a diplomatic rift between the two countries. Even if the rift was severe, war would not be a likely outcome unless it was believed that the diplomat in question committed the murder with official sanction or direction of his government.

It is not an act of war, but can be considered a serious crime.
The host country where the shooting occurred can expel the diplomat, but if the shooting is considered a serious crime than the diplomat's own country doesn't necessarily have to accept them back. A trial can than be held at the location of the host country.
