It is hard now for all non EEA nationals to get permission to enter the UK.

It is actually much easier for the spouse of a British citizen to gain entry to the UK than any other category as it is not points based and the spouse does not have to meet criteria that involve his educational standards, qualifications and skills.

You must both be over 21, have met, can satisfy UKBA that it is genuine marriage and that you intend to live together as a married couple in the UK.

You also have to provide evidence that you have adequate accommodation. This involves making sure you have the written permission of the landlord for your spouse to live in the property if are renting. His addition to the household should not cause overcrowding.

Most importantly, you must be able to provide evidence that you can support yourselves without recourse to public funds (benefits). If you are in receipt of benefits, you must be able to prove that your husband's addition to the household will not increase your reliance on benefits. As a guide, (and it is only a guide, no hard and fast rules are published about this amount) you must have £100.95 left over after rent/mortgage, council tax, utility bills etc to live on. This amount is the equivalent of the JSA for couples.

If your marriage is genuine, the financial hurdles are often the most difficult. Here are some links with more information that may help you further.

Crow
Because the vast majority of Immigrant marriages to British women were found to be sham marriages or a financial arrangements. The law stepped in and Quite rightly put an end to it. The conservatives are promising to go further. Its like every thing El's. There are those that play the system and spoil it for the genuine cases.
