If an international student has a social security number, are they allowed to become a permanent resident?

If a international student from the United Kingdom is at a university in the United States and obtained a social security number by on-campus employment, what does this mean? If you have a social security number are you a US citizen or a permanent resident? Is it easier to become a permanent resident of the US if you have a SSN?

I am asking just because I thought only legal residents of the US could have social security numbers and a social security number mean't you were allowed to work anywhere in the US?

Please help me. Thank you.

Having that S.S. card does not make you a citizen or a permanent resident. it allows you to work 20 hours a week on campus, nothing more The only way to become a permanent resident is to apply to immigrate and be accepted...super difficult See site below for all immigration info.
