If any country does not have the particular embassy or high commission, how can we get the service of it?

For instance, how can I get a Visa service from a country which does not has the Embassy or High commission which I want to apply for visa?

Sometimes if a state has no consular representation in your country, it will designate the consulate of another country to represent its interests. You should contact the closest consulate, even if it is in another country, and ask whether the consulate in the neighboring country is also accredited to your country, or if the state in question has an interest section in a consulate within your country.
