even if they are married to us citizen and waiting for k3 visa, is it a failure waiting to happen, police cert will reveal, can not hide, do they accept police certs at face value

I may be wrong but I do not think they ask for police certs. It is usual for areas near the US consulates to be surrounded by "Advisors" Ask one of them and let them help you out. It may be a shorter route. After 17 years without any toher problems, I don't think they will bother oyu too much.
here may be a process whereby you may get that record expunged. Try to see what can be done.
