If someone was born in Colombia but adopted in Panama Canal zone 1957 are they a US Citizen?

My dad has lived here since he was 14 years old and now since he has committed a crime the ins wants to deport him, I feel like he should be grandfathered in as a US citizen. His adopted dad was a citizen

Prior to 2001, children adopted as a minor by a US citizen did not automatically become US citizens upon adoption. As your father was not born in the US, and apparently never applied for citizenship despite presumably having a Green Card, he is not a citizen and thus can be deported. However unless the crime was very serious, a good immigration lawyer should be able to help in preventing a deportation.
