The Constitution of Mexico grants Mexican nationality based on "birth" and "naturalization". Mexican laws regarding nationality by birth are very open. Mexican nationality by "birth" is granted to:

# all those individuals born in Mexican territory #
all those individuals born outside Mexico, whose father or mother is Mexican by birth,
all those individuals born outside Mexico, whose father or mother is Mexican by naturalization,
all those individuals born in Mexican aircrafts or sea vessels, whether warships or commercial vessels.

Now, I see there is a lot of confusion in the other people answers.

1) If you are born in Mexico, the Mexican Government will recognize you as Mexican, you have the right to the Mexican Nationality regardless of any other Nationality that you can claim (e.g. your parents nationality).

2) If you read ma&mamour response, you will see that Mexico, like a lot of other countries (e.g. USA, France) will grant their Nationality to someone whose parent(s) holds that Nationality if born abroad (outside of his Parents Country).

3) Mexico allows you to have other Nationalities in addition to the Mexican. Other countries may not do so, and by accepting the Mexican Nationality you may be waiving your right to claim other Nationality you have the right to..

So using the "Born in Mexico from French Parents Example" By Mexican Law you have the right to claim Mexican Nationality, By French Law you have the right to claim French Nationality. In this specific case, you can have both.

Also, in the case of Nationality by Birth, you automatically have the right to it, but it is not granted until you claim it : e.g. Children born in USA from Mexican parents are not Mexican Nationals until they claim their Mexican Nationality, or for all purposes are issued a Mexican Birth Certificate.

Not necessarily. Any child born to Mexican citizens is a Mexican citizen, regardless where it is born. Citizenship is by descent, not place of birth.

This doesn't really answer the question but...
Many Mexicans, and other Latinos south of Mexico actually consider themselves "Americans"--not because their illegals (duh), but because of N. America, C. America, and S. America--A friend of mine from Mexico always does the whole"why should you only be Americans, when we are all North American?" Pretty strong argument if you ask me!

IF THE PERSON IS BORN WITH A PARENTS FROM FRANCE THEN the boy or girl is naturally a French citizen even if born in Mexico. It depends on the nationality of the parents not necessarily a person is born in Mexico he is or she is A MEXICAN. That is incorrect perception of a nationality of an individual.

SO THE SAME SITUATION, a woman gave birth to a child in an airplane of UNITED AIRLINES of the US, is the child a US citizen? OF COURSE NOT. So if a person is born for example in the MOON, he or she is not from earth? THE CHILD ALWAYS FOLLOWS THE NATIONALITY OF THE PARENTS NOT EXACTLY THE PLACE WHERE HE OR SHE IS BORN. If that would be the case, then all child born outside of their own countries can contest their nationality in the country they are in.
