An embassy is the representative of the State Department which is the issuer of passports. Go to the embassy. But if you are in the USA, contact the Passport Agency. A town hall in a foreign land will do nothing for you if you are overseas. But you should go the the police and report it missing. Often the embassy wants to see that you have done this.

BTW, the government looks at lost passports as a serious occurrence. Guard your passport carefully.

Embassy, Post office or town hall. I lost mine, I have to file a police report, then go to the post office and pay almost $100 for a replacement. If you are overseas, you go to the Embassy.

Assuming you lost a US passport and you're outside the US, you'll need to go to the US Embassy for the country that you're visiting. If you lost your passport and you're in the USA, than you follow the procedures listed in the US State Department link below. The important part is to report your lost or stolen passport as soon as possible.

If you're outside of the U.S., obviously the embassy. If you aren't, all you have to do is go online, download the passport application, and there is a section there that you fill out claiming a lost passport, and they will send you a new one (it will cost the same amount as a new passport, $97).

If you are overseas, you need to go to the embassy or consulate for your own country (i.e., Americans= the US Embassy).
If you are a US citizen and you have lost your passport in the US, you can find the phone number for your local passport agency listed in the US Government section in the front of the phone book.

if you are in your home land then you would need to consult your phone book regarding this matter. if you are in another land then you should phone your embassy and advise them that you have lost your documents and that you will be coming by to obtain new ones.
it is very important that you do not alert people of the country in which you are staying that you have no longer the correct papers with you . so you should travel with care to the embassy and remain there until you have new documents.

I'd start by talking to your local postmaster. He should be able to either help or at least tell you what you have to do.
