My fiance's application for K1 visa has been suspended by the U S Embassy in Ghana because she did not produce proof of an ongoing relationship with me.

Provide the proof or go to Ghana and take her to the Embassy to argue your case.

I'm guessing you've A) never met her, and B) have sent her money. This has scam written all over it. You NEED to have met in person for a K1 Visa to be approved. This means you need to provide proof of having met in person - plane tickets, a picture, something along those lines. Not a receipt from Western Union.

normally, at that point, the petition would be returned to USCIS. you should receive a copy of the report telling you why they thought so, and you would have the chance to respond. I've heard that the Eastern Service Center does this anyway. I've also heard that the California Service Center just round files them until they expire. so, you could work on your ongoing relationship and try again. or you could go over and marry there and file a new I-130 immigrant petition.
