It would be issued by the same country as the original - through its embassy or consulate. |

You would get it from the Country that you are a citizen of ie if you are British you get a British passport, I lost mine while abroad didn't get reissued until I got back I had special permission to travel without one, had to reapply when I got back, so I don't think they actually reissue one. |
